Abstract

The author argues special meaning of education as one of the sources of the human capital accumulation. Abstract
The article describes the role of human capital in ensuring innovative development of the economy and analyzes the problems of personnel training in Russian practice of forming the innovative economy. The main attention is paid to the comparative analysis of scientific and technology potentials of Russia and developed countries of the West, as well as to the specialists' training for the priority spheres of the innovative economy. The author also focuses at the ways to overcome Russia's backlog in this area via the integration of science and education, improvement of the post-graduate education, implementation of the state policy in the sphere of personnel training for the innovative economy.

The paper analyzes modern trends in the organization of professional training of engineers' staff and the maintenance of training in the situation of changing requirements to today's engineers. The author points at the need for immediate increasing the level of system organization and development of engineering education. The paper discusses the need to integrate the system engineering into the educational programs in the sphere of engineering education and proves that training in system engineering is one of the key tools to the formation of a new generation of engineers.

Abstract
This paper presents the evaluation of the correlation between GRP growth rates in Russian Federation regions and budget investments' indicators in 1997-2009. The paper proves that regional investments' effect over economic growth appears to be significantly higher than that of the federal investments. The author argues for the transfer of the dominating share of investment resources to the regional level as well as orientation of the investment policy to the peculiarities of each group of regions, classified by cluster analysis.

Abstract
The article is devoted to the actual issues of the modern development of the British state on the examples of political and legal relationship of the center with the Celtic periphery. The paper analyzes the historical, cultural and political trends of the unitary state consisting of four nations and thus generated two major contradictions between the principles of administrative centralization and decentralization, between the principles of the sovereignty of parliament and regional government. Decentralization and federalization of the country are considered in the article as a tool for solving of the management problems, for forming partnership with the Celtic regions, for greater integration of Britain into the united Europe.

The paper presents development trends of the economies of subjects of the Russian Federation for the period of 2000-2011. The paper shows that independently of the place of the subject of the Russian Federation in the regional ranking, its economy may show upward or downward trends or does not have a definite trend. In this context, the article proves the necessity to distinguish between the processes of growth and development of regional economies. The paper provides characteristic of the possible directions of research of development (growth) trends of the economies of the subjects of the Russian Federation.

Abstract
The paper considers the problems, associated with the implementation of the model of compulsory health insurance (CHI) in the regions of Russia in 1991-2010. The author analyzes the main economic and legal shortages in health care systems and the ways of reforms proposed in bills of 2004 and in a new law on CHI of 2010. Separate attention is paid to the economic issues not adequately reflected in a new law of the CHI.
