Abstract
The current state of health informatics in the Russian Federation and its regions is characterized with the widespread implementation of health care information systems, telemedicine systems, robotic systems, medical decision support systems, digital libraries. All these areas of information technologies’ application can be combined in one term «e-health». This article defines the purpose, principles and the general architecture and the main stages of e-health development in the Russian Federation, its management mechanism and resource support, as well as the expected social and economic benefits, which is the basis of regulatory provision of e-health.

Abstract
The key element of innovative development is the formation of the system of strategic planning. Strategic planning at the municipal level is highly important for such planning. The author raises a question of the necessity to distinguish local governance authorities and the goals, which are set in the strategies of socio-economic development of municipalities. The former should be not only a mean to ensure the vertical unity of socio-economic strategy, but also an institution for the attraction of investors, for the formation of common interests of the municipal community. The article analyzes the main factors (finances, human resources and legislation) which restrain the development of municipal strategic planning.

Abstract
Such questions as «Do we need external migrants, and if yes, of what kind and how many?», «Via what mechanisms should we select migrants?», «How conflict-free integrate them into society?», «How to counteract illegal immigration?» have been discussed in our country for many years. Officially adopted «The Concept of demographic policy of the Russian Federation for the period up to 2025» (2007) and «The Concept of the state migration policy of the Russian Federation for the period up to 2025» (2012) in some part have given the answer to these key questions, but the conflict between the supporters of the predominantly migration approach to solving demographic problems, to filling labour resources and their opponents is still maintained. To resolve this contradiction, it is necessary to take into account the extremely critical (threshold) limits for external migration; we need transition from extensive to extensive migration policy.

Abstract
L and potential of Ru ssia i s sti l l used on ly to a smal l ex tent a nd i nef f iciently. Criteria for the assessing the effectiveness of land use are not legally and methodologically defined. The latter entails voluntarism in their interpretation in favour of current financial problems’ solution, rather than achieving strategic goals. The article pays attention to the destructive trends in land resources’ management: reducing the area of agricultural land; negative trends in urban development and construction; poor protection of land property. In order to solve these problems the author suggests the ways to improve the efficiency of land relations’ management.

Abstract
Ru s sia pos sesses the necess ar y human potentia l for the ach ievement of h i g h economic growth rates, however, mechanisms, aimed to ensure the functioning of the labour market, act mostly not as a catalyst, but as a limiter of this growth. Development of the labour market progresses in the situation of the general crisis, characterized with recession, structural deformations, the severance of commercial relations and technological links; overemployment of the population; falling real wages; illegal migration; underdeveloped infrastructure of the labour market and a large share of the shadow economy. Outstripping growth rates of wages compared to productivity, insufficient speed of fixed assets’ modernization, continuing decline of the real sector of the economy do not allow yet to create the basis for economic recovery. This article discusses specific features of labour relations’ formation in the post-reform period and their impact over the dynamics of productivity.

Abstract
In the Soviet period, the problems of strategic planning, of the distribution of productive forces and labour resources over the territory of the country concentrated great attention of the state. However, in the 1990s, in the context of the predominance of the liberal ideology, the system of strategic and territorial planning and the management of productive forces’ distribution had largely degraded. Discussions around strategic planning and spatial development questions began with the adoption of the Federal law of June, the 28th, 2014, No.172-FZ «On strategic planning in the Russian Federation». The article analyzes current state of legal regulation and law enforcement practice in the sphere of strategic planning in Russian Federation regions, problems of regional strategizing and also suggests the ways to overcome these problems.

Abstract
The paper analyzes the formation and the development of electoral legislation on the example of Kemerovo region and other regions of Russia. The author investigates social and political conditions under which the elections were held at different stages of the modern history. The decision-making motives, the activity of political parties, socio-political movements and the activity of public and local governments have been studied as well. A separate analysis was focused at the specific peculiarities of legislation, regulating elections to local government bodies, at the election campaigns and their results.

Abstract
The article discusses the problem of correlation between state support and self-development of regions in the modern process of regional development. Depending on the proportions of the combination of these two main factors it is proposed to distinguish three types of regional policy - paternalistic, competitive and mixed. The paper provides the substantiation of the need to move from mainly regional «on the state project» development to the self-development of regions, paired with the interests of big business. The author formulates two-component concept of state regional policy - a system-wide and selective. The paper defines the meaning, background and content of these forms of regional policy.

Abstract
A significant excess in the growth rate of banking assets over the growth rate of nominal GDP has led to structural imbalances and increasing risks in the real sector of the economy and in the ban k i n g system. T he tight monet ar y policy and the aspiration towards strengthening of systemically important banks may not be justified due to the regional peculiarities of the Russian banking sector. The number of banks with revoked licenses is growing with every month. Especially heavy such policy may affect regional banks focused on the lendi n g to sm al l and medium-si zed busines ses. C om mercia l ban k s have to build new strategic directions of theirs development towards virtualization of ban k ing ser vices via the u sa ge of new f i n ancia l tech nolog ies. Abstract
Feder a l i st view s of Peter K ropotk i n have a s it s sou rces, on the one ha nd, the anarchist tradition; on the other hand - general democratic principles. The formation of h is v iews was s trong ly in f luenced w ith the h i s tor ical exa mples of feder a l un ion s in medieval society. He considered the structure of the future anarchist society as based on the principles of federalism. At the same time, federal republican democratic state was seen by Peter Kropotkin as a transitional stage towards anarchism. In the last years of his life Kropotkin had revised his own political views and established himself in the necessity of anarcho-reformist principles of state-building. Kropotkin proves and develops the ideas of the state federalism for the post-revolutionary Russian state, orienting at the democratic states.

Abstract
«Smolensk diocesan Gazette» represents an important historical source on various aspects of the life of the Smolensk diocese in the second half of XIX - early XX centuries. Considerable attention in the publications of the gazette was given to the relationship of the Russian Orthodox Church and the provincial society of Smolensk province. The compilation of annals of the parish and descriptions of the mon a ster ies contr ibuted not on ly to the development of h i stor ical science, but a l so to the self-education of the clergy and the rural population. Programs and reports, devoted to the celebration of the local Church and state anniversaries and national observances contributed to increasing patriotic sentiment of the society. The analysis of publications in the gazette makes it possible to trace the activity of the clergy in the sphere of public education, to analyze the contribution of the diocese representatives to social service to society. Currently the diocesan organ continues to use and develop the traditions laid down in the XIX - early XX centuries.

Abstract
Rapid fall of oil prices and introduction of economical sanctions have proven rightness of the position of experts, who many years demonstrated the dangers of economic growth’s dependence on the import of technologies. The extent of this dependence, exposed during the last year, turned out to be tremendous. At the regional level the situation appeared to be even more threatening. There is a real danger that a number of modern production facilities will be stopped; and they are the facilities, which were mostly counted on in the process of regional economies’ modernization. It is clear that the country needs a new strategy of socio-economic development, primarily, for the industrial production sphere. And the strategies for regional modernization should act as one of its basic units and it will require an understanding not only of the resources, available in the regions and republics of the Federation for addressing this challenge, but also of what are present development trends of their economies. The article is dedicated to answering this question for readers’ attention.

Abstract
The demographic situation in Russia is characterized with a variety of indicators and trends. The article is devoted to the results of the demographic development of Russia in 2015, to the analysis of the current demographic situation, to the study of key demographic indicators characterizing (including at the regional level) the number and the density of population, the dynamics and the components of its natural movement, birth and death rates, age and sex structure of the population, the dynamics of marriages and divorces, average life expectancy, migration processes. The article also considers the influence over the demographic situation of various external and internal factors.

Abstract
The article considers the problems and development prospects of public-private partnership (PPP) in the Russian Federation in the conditions of transition to the practice of strategic planning at all levels of public power. The author identifies two sides interaction between partnership and socio-economic strategizing. On one hand, in modern conditions, the practice of PPP is an important tool for attracting economic, institutional and other resources needed to implement plans of strategic nature. On the other hand, partner interaction of government and business itself remains the object of planning and management, first of all, from the point of view of adaptation of PPP forms and mechanisms (in particular, in branch structure) to the specific tasks of innovative modernization, new industrialization and imports’ substitution.

Abstract
The growing role of non-profit organizations in the life of society and state requires adequate public-legal regulation of their activities. The most important component of this regulation is the legal regulation at the federal and regional levels, relating the sources of financing of activities of non-governmental sector of the social sphere, particularly, the sphere of social security of the population. The legal regulation of activity of non-governmental non-profit organizations is a prerequisite for the realization of the main trends of reforming social sphere in the Russian Federation. The most important task is to ensure the access of non-profit organizations to the budgetary financing, to ensure the development of competition in the sphere of social services. The author comes to the conclusion about the substantial role of the subjects of the Russian Federation in implementing state legal regulation of non-profit organizations’ activities in the provision of socially important services to the population.

Abstract
Provision of the Constitutional Court of the Russian Federation with the authority to resolve the cases of the execution possibility of the decisions of the international body for the protection of human rights and freedoms cannot be regarded as an infringement of the rights and freedoms of man and citizen. For the proper solution of these conflict issues it’s necessary to establish effective interaction of the Constitutional Court of the Russian Federation and the European Court of Human Rights. Such cooperation should be based on the balance between the protection of the rights and freedoms of man and citizen and the observance of the Russian Federation interests.

Abstract
The article considers the factors of modern companies’ competitiveness. The author makes focus at the question of interrelation of social responsibility and the concept of sustainable development of the enterprises. The analysis of manifestation of competitiveness of the organization on the example of BAT (“British American Tobacco”) company functioning enables to prove that social responsibility of the company and its competitiveness are closely interconnected. They are concern the extent of growth of trust to the company activities and often serve as a condition of the embodiment in life of its projects, plans and ideas.

The most important component of Russia’s state policy is the provision of national food security. In today’s political environment, characterized with a high level of integration of the economies of the subjects of international relations, the need to determine the optimal balance between domestic production and food i mpor ts; bet ween domes tic cons u mption and expor t s comes to the fore.
