Abstract

The article presents the results of a study of the latest changes in the territory of the most unique macro-region of Russia – the Arctic zone of the Russian Federation. In 2022–2023, socio-political, economic, social and even mental transformations affected all spatial components of our federal state and, especially, the subjects of the Federation and municipalities on the territory of the Russian Arctic. During this period, the country’s leadership, under unprecedented sanctions pressure, managed to urgently adjust the decades-old diplomatic and foreign economic ties and make extraordinary state decisions that stimulate economic activity in all types of economic activities. An example of the effectiveness of this is the innovations in the Russian Arctic, which have become an indicative model of the new course of the development of our state, combining the freedom of market relations and powerful state regulation of the economy, the desire for economic sovereignty and active interstate cooperation, constructive social policy and the imperative nature of spiritual and moral values. Today, what is happening in the Russian Arctic is extremely multidimensional, and therefore, in the limited text space of this article, only a summary assessment of the situation is given and the latest issues of the work of the Northern Sea Route and the Northern Delivery are considered. Abstract

The presence of underdeveloped territories, a large number of backward and depressed regions has a direct impact on the economic security of both the regions themselves and the state as a whole. One of the tools for the development of space, which has proven its effectiveness in the practice of application in the world, are special (free) economic zones. The regimes emerging in their territories are commonly called preferential. Moreover, there are no uniform rules for the development of such formations. Each state, when establishing preferential regimes, is guided by its own national legislation, certain development goals, as well as the use of international experience in the formation of special economic zones. The main purpose of the article is to study the issues of the development of territories with preferential regimes, their impact on the economy of the home countries and the possibility of using world experience in the subjects of the Russian Federation to attract investment, create new jobs with the support of propulsive industries and the spread of innovations arising in these zones to the nearest areas.

Abstract

Economic growth in agriculture in the last 20 years has been accompanied by a decrease in the share of households in the gross production of basic products. However, these farms are still important for the food self-sufficiency of Russian families and the preservation of rural areas in a habitable state. Based on the data of current statistics and agricultural censuses of 2016 and 2021, the article analyzes the role of households in the production of the main types of crop and livestock products both in the country as a whole and in the context of the subjects of the Russian Federation. It is concluded that despite the general decline in the potential of households of the population, in a number of regions it is these farms that determine the trend of agricultural development. Special attention is paid to the assessment of state support for personal subsidiary farms and non-profit (horticultural, horticultural) associations of citizens, the main directions of its improvement are proposed. In particular, it is pointed out the need to stimulate the transition of high-commodity households to farms.

Abstract

The demography of enterprises (or business demography) is a fairly new scientific direction for foreign and especially Russian economic science. The purpose of the study is to assess demographic business trends in the federal districts of the Russian Federation in 2017-2022. in the context of economic sanctions, the COVID-19 pandemic, NWO in Ukraine. The main trends in the entry and exit of enterprises from the market are identified, the birth rates and official liquidation rates are calculated on average over a 6-year period for all federal districts of the Russian Federation. The authors prove that the demography of enterprises is becoming one of the most important markers of the development of countries and regions. As a result of the study, it was concluded that regional features of the entry and exit of enterprises from the market remain and are largely predetermined by the existing economic potential and structure of the economy of individual subjects of the Russian Federation. The given information and analytical materials are useful in developing measures to improve the effectiveness of managerial decisions in order to increase the mobility of the economy of the country and individual regions, taking into account their territorial identity. Taking into account the identified features of the transformation of the business demography of enterprises across the country will be relevant when developing strategies for the socio-economic development of regions in the context of overcoming the consequences of sanctions.

Abstract

Over the past 30 years, a significant number of normative legal acts regulating various aspects of spatial development have been adopted in our country; the main ones regulating the key areas of regional development can be called the Decree of President B. N. Yeltsin “On the Main Provisions of Regional Policy in the Russian Federation”, which was in force from 1996 to 2017 and was replaced by the Decree of President V.V. Putin “On the approval of the Foundations of the State Policy of Regional Development of the Russian Federation for the period up to 2025”, adopted in 2017. In this study the individual provisions of the regional policy implemented in modern Russia are revealed. The object of the analysis was published regulatory documents characterizing the state policy of federal authorities in a field of regional socio-economic development. The main methods of work were chosen: analysis and systematization of scientific publications, collection, formalization and analysis of normative documents, traditional (internal and external) and legal analysis, as well as retrospective and comparative methods, generalization and systematization. As a result, the author concludes that the regional policy of Russia corresponds to the neoliberal paradigm of management. Including: a basis of economic policy to date remains, on the one hand, a priority creation of local preferences, on the other – a stimulation of the subjects of the Federation for the development of foreign economic activity; social policy, reduced to the nominal possibility of using a set of social guarantees that are supposed to be linked to a settlement system; a program of measures for a development of federal relations as a whole boils down to establishing a relationship between the degree of efficiency of regional economy and the size of transfer payments from the federal center.

Abstract

This year, the Russian Federation adopted the Strategy for the Development of the Pharmaceutical Industry for the Period until 2030. The document sets the task of ensuring the production in the country of medicines that are competitive in the domestic and foreign markets, and “realizing the export potential of the pharmaceutical industry.” A feature of the pharmaceutical industry is the significant impact of various aspects of drug regulation on exports of medicines. The purpose of the study is to make an analysis of the experience of foreign countries and to identify the most important elements of drug regulation that contribute to the formation and development of sustainable export of medicines taking in the account the existing oligopoly structure of the export segment of the global pharmaceutical market. Considering the volume and diversity of the data obtained, the study was divided into two parts: an analysis of drug regulation in countries that are leaders in pharmaceutical export and in countries that are called pharma emerging markets. This article examines the features of export of pharmaceutical products and drug regulation, in general, provides an analysis of top exporters and demonstrates the main factors associated with successful pharmaceutical export, and shows current trends being taken by drug regulation authorities to maintain leadership in this area. The identified patterns and regulatory solutions can be used to solve the problems of regional markets at the national level.

Abstract

The relevance of the topic is due to the need to search for and find the most rational approaches, techniques and methods for the entry of new Russian territories into the single economic space of our country, to stimulate their accelerated socio-economic development, to ensure the speedy full restoration of everything that was destroyed by military operations on new territories. It is for this reason that free economic zones-development institutions were created in new Russian territories. We are talking about the Crimean-Sevastopol Free Economic Zone and the Free Economic Zone of the Lugansk and Donetsk People’s Republics, as well as the Kherson and Zaporozhye regions. The purpose of the article is a critical analysis of the characteristic features of free economic zones in the new Russian territories, the identification and systematization of problems associated with these zones, and the development of brief proposals for their resolution. The preferential regime of the new free economic zones combined the benefits and the best conditions for business activities, for the implementation of the customs procedure of the free customs zone, to a large extent already prescribed in the laws and regulations for the Special Economic Zones and Advanced Development Territories of our country. In general, the degree of preferential treatment for participants in new free economic zones exceeds that of other Russian preferential zones- territories created as development institutions. The creation of Free Economic Zones in the new territories of Russia can become an effective mechanism for stimulating economic development and attracting investment. However, for this to happen, it is necessary to solve a number of problems related to the lack of skilled labor, competition and cooperation between regions and the lack of infrastructure, including housing and ports. In the schemes of public-private partnership of Free Economic Zones in the new Russian territories under the conditions of the Special Military Operation, the state with its organizational capabilities and budgetary funds should dominate.

Abstract

Assessment of Competitiveness and Economic Security Far Eastern Macroregion Subjects Currently, as a result of a special military operation and the introduction of sanctions against Russia, threats to the economic security and national sovereignty of the country have increased. In these conditions, one of the key tools for accelerating its economic development are measures of state regulation of competitiveness and security, where the regional aspect is becoming increasingly relevant. Geographical and other characteristics of the Far Eastern territories are widely used in the scientific literature, the idea is formed that there really exists a macro-regional community called the Far East. An analysis of historical experience and the current situation shows that the importance of the Far East for the Russian economy is enormous. The Eastern territories have been supplying Russia with key raw materials for centuries, providing access to the most important markets of the Asia-Pacific region, and contributing to improving the country’s competitiveness and economic security. The authors propose an approach to assessing the competitiveness and economic security of the Far Eastern macroregion based on the developed system of private indicators.
