Abstract
The Accounts Chamber of Russia undertook the assessment of practical measures aimed at improving budget expenditures efficiency during the period up to 2012. The article analyzes the results of this assessment. The author reveals major reasons for lower efficiency of budget expenditures. He raises the issue of the interconnection between the quality of programme-based budgeting and the quality of strategic planning of Russia's economic development.

The paper presents the results of the study of Russian pensioners' standard of living, including subsistence consumption of goods and provision of durable goods.
