Abstract
The article analyzes some scientific and practical issues of creating an integrated system of financial control in the Russian Federation. The focus is made on determination of the scope of government financial control; general principles of distribution of functions between financial control bodies in the context of exercise of internal and external control; and issues of coordination of activities of supervisory audit authorities, their status and procedures of establishment. The author gives recommendations on improving performance audit practically exercised by government bodies responsible for external audit as well as efficiency of work of government financial control authorities in general.

The paper shows that inequality in Russia has reached the extent that inhibits economic development. It is proved that the government does not take into account the interests of the most unprotected social layer - young families with children. The position that one of the major problems in economic and demographic policy is ineffective family policy is substantiated.

Abstract
Change of confessional affiliation in the Russian Empire was connected with some difficulties in both juridical and social spheres. After the annexation of eastern provinces of Kingdom of Poland by the Empire, the problem of confessional identity of the Russians, born in the families heterogeneous in national and confessional affiliation, intensified. This problem became especially topical for Siberian Region due to the immigration of a great number of exiled and working immigrants - Christians of non-Orthodox Christian confession.
