Abstract
The changes in the number, functions, population and coherence of settlements that have been taking place for more than 25 years are considered as a process on which the wholeness, political and social stability of the state depend. The essence and results of the Soviet policy of creating the unified settlement system as well as problems arising in connection with new realities are shown. The prospects of cities domination, growth in the number of metropolitan areas, existence of traditional rural settlements are assessed.

Abstract
The paper studies the impact of the global financial crisis on the development of integration processes of the CIS countries. The appearance of certain structural economic turbulence in the post-Soviet space has been proved by calculating rank concordance coefficients for changes of six basic macroeconomic indicators in 2009. It is shown that these changes are short-term and will hardly affect the vector of integration processes in the long term. Some ways to accelerate the integration process through the development of a coherent economic policy after the crisis are discussed.

The article contains methodological approaches to the estimation of efficiency of subsidies as the tool of fiscal relations, operating mainly within the system of financial maintenance of target programs. The author notes that estimation of the efficiency of subsidies depends on estimation of the efficiency of corresponding target programs. The paper offers methods of estimating the efficiency both of target programs and specific subsidies' mechanisms of their financing.
