THE EFFECTIVENESS AND QUALITY OF PUBLIC ADMINISTRATION

Abstract

During last few years Russia faced the inevitable need of qualitative increasing the following indicators: strengthening the economy and GDP growth, economic diversification, conducting technological and administrational modernization, increasing investment attractiveness, etc. These tasks are tradition a l ly accompl ished w ith the use of a huge number of prog ram measures in all fields of public administration. However, the effectiveness of these measures is limited with a usual for Russia problem: low effectiveness of the bureaucratic apparatus. In this article, the author tries to determine how to eliminate these obstacles, which restrain the global state modernization. According to the author, on one hand, the key solution is the use of the methodology of creating effective management systems, which are used by commercial organizations, borrowing the best practices of foreign countries; on the other hand, that is transferring some functions of providing public services to non-state (including commercial) organizations to create a market of public services with a healthy competitive environment among providers of public services.
