Closed administrative-territorial formations: new challenges and the necessary transformations

Abstract
The article considers the problems, which face to closed administrative-territorial formations (CATF) in the course of their functioning due to the established for them special legal regime. On the basis of the marked out features of CATF and the extent of their influence on territory's development, the authors come to the conclusion about the necessity of transformation of the purpose of CATF functioning and consider various scenarios of their development. The researches conducted allowed the authors to formulate the main directions of carrying out institutional and administrative changes, ensuring innovative development and increase of social and economic appeal of CATF.
