Abstract
This paper considers the problems of the industrial systems' development in the regional economy and provides the assessment of the results of such development. Special accent is made at the investigation of the institutional conditions and limitations of industrial systems and innovations' functioning. The author pays attention that determining industry development factor in the Russian regions is presented with the institutions, the influence of which on the management of the regional industry is summarized within the experience of management of development institutions in the regions. The paper confirms the necessity to improve the quality of the executable functions of planning and analytical preparation of solutions at the regional level of government.
