Objectives, priorities, risks of modernization of financial system in Russia

Abstract
The article discusses the most important directions of modernization of the financial sector. The paper analyzes a conflict of interests within the system of budget planning between the tasks of financial sustainability and maintaining a certain level of budget deficit. The article evaluates the resultiveness of financial and monetary policy from the standpoint of criteria and threshold values of economic security indicators.
