Discovering new sense and mastering new instruments in territorial planning in modern Russia

Abstract
The author analyzes prerequisites, sense and subject of the process of developing new conceptual approach to territorial development planning and the whole set of implementing instruments. Key goals for theoretical verification of territorial planning methods as well as implementation issues estimation are presented. The article contains recommendations for system streamlining of content, methodical and legislative framework of perspective territorial planning instruments.
