CONSTITUTIONAL AND LEGAL PROBLEMS OF THE UNIFICATION OF THE CITY OF ST. PETERSBURG AND LENINGRAD REGION

Abstract

The article investigates the preconditions for the unification of the two neighboring regions, which have gravitated historically, economically and in infrastructure to each other, as well as the procedure and the mechanism of creation a new region with new constitutional-legal status on the example of the federal city of St. Petersburg and Leningrad region. The papers reviews the specific of the referendum procedures on the issues of unification of the two subjects into one in case of unequal number of voters, living in these regions. The article notes the experience of unification of the two regions into one region on the example of the Perm region and Komi-Permyak autonomous district, which have formed later Perm region (kray).
