INTER-MUNICIPAL COOPERATION: LESSONS OF FOREIGN EXPERIENCE

Abstract
The article examines the experience of inter-municipal government in France. The paper allocates national and historical factors, which generated the importance of inter-municipal institutions for the implementation of socio-economic interests of local communities. The paper contains the analysis of some contradictions and gaps in the implementation mechanisms of inter-municipal institutions as well as their assessment by French researchers and practitioners. The author comes to the conclusion that the investigation of national experience of France is important for Russia, at the time when institutions of inter-municipal cooperation are only at the initial stage of their formation.
