Abstract
The article reveals the economic content of the transformation of underdeveloped regions into self-developing. The paper argues the feasibility of reproduction approach to assessing the financial flows of territorial systems. The author defines criteria and key indicators for the assessment of the financial situation in regions. The paper indicates the preconditions for the emergence of self-developing regions.
