Институты развития рассматриваются в качестве необходимой предпосылки формирования инновационно ориентированной экономики. Вместе с тем их перечень обычно ограничивают совокупностью организаций, задача которых - стимулирование инновационных процессов и развитие инфраструктуры с использованием механизмов государственно-частного партнерства. Автор статьи выступает против априорного отнесения какой-либо организации к институтам развития. На основе анализа содержания терминов «институт» и «развитие» им предлагается более широкая трактовка содержания понятия «институт развития». Обосновывается точка зрения, согласно которой при определенных условиях к институтам развития можно отнести институт местного самоуправления.
The development institutions are considered as the necessary prerequisite for the for mation of the i n novation-oriented economy. However, their list i s usually l im ited with the set of organizations, the main task of which is to stimulate innovation processes and the development of infrastructure, using the mechanisms of the public-private partnership. The aut hor oppo se s the pr ior y cla s si f ic ation of any or g a n i z at ion as to development i n stitution. On the basis of the analysis of the content of the notions «institution» and «development» the author offers a wider interpretation of the term «development institution». The author also substantiates the point of view, according to which, under certain conditions, the self-government institution also can be considered as a development institution.
