В статье проанализирован опыт развития электронного голосования в Нидерландах, Германии и Швейцарии, исследованы мероприятия, направленные на защиту средств данного вида голосования, обеспечение транспарентности, повышения показателей явки избирателей. Исследование показало, что применение электронного голосования имеет большое количество достоинств: скорость подсчета голосов, повышение явки избирателей, доверие избирателей современной системе голосования и т.д. В результате проведенного исследования сделаны выводы о необходимости обобщения международного опыта развития электронного голосования, о важности изучения механизмов и форм разрешения проблем, неизбежно возникающих в ходе его внедрения.
The article analyses the experience of electronic voting development in the Netherlands, Germany and Switzerland and investigates the actions, directed to the protection of the means of this kind of voting, to ensuring the transparency and increasing the electors' attendance. The research has shown that the implementation of electronic voting brings in a wide range of advantages: the speed of votes' calculating, increasing the electors' attendance, greater trust of the electors to the modern system of voting, etc. As the result of the given study the author comes to the conclusion about the necessity of summarizing the international experience of electronic voting development, about the importance of studying the problems, which inevitably occur within the process of its application.
