Анализируются проблемы, связанные с ростом делинквентного и девиантного поведения в России. На примере Центрального федерального округа изучаются такие явления, как «клептомания», хищения в организациях, кражи у своих близких, друзей и т. п. Автором делается вывод, что преступления в первую очередь, хищения, независимо от мотивов и причин их совершения, как правило, так или иначе, являются нормальной реакцией нормального человека на сложившуюся ситуацию. Делается вывод о необходимости пересмотра некоторых форм и методов профилактической деятельности.
The paper analyzes the problems, associated with the growth of delinquent and deviant behavior in Russia. On the example of the Central federal district the author investigates such phenomena as "kleptomania", thefts in organizations, stealing from relatives, friends, etc. The author comes to the conclusion that such crimes, first of all, thefts, regardless of their motives and causes, as a rule, anyway, are a normal reaction of a normal person to the actual situation. The paper contains the conclusion about the necessity to revise certain forms and methods of prevention activities.
