Статья посвящена актуальным вопросам современного развития британской государственности на примерах политико-правовых взаимоотношений центра с кельтской периферией. Анализируются историко-культурные и политические тренды развития единого государства, состоящего из четырех наций и порождаемые этим два важнейших противоречия: между принципами административной централизации и децентрализации, между принципами верховенства парламента и регионального самоуправления. Децентрализация и федерализация страны рассматриваются в статье как инструмент решения проблем управления, формирования партнерских отношений центра с кельтскими регионами, более полной интеграции Британии в единую Европу.

The article is devoted to the actual issues of the modern development of the British state on the examples of political and legal relationship of the center with the Celtic periphery. The paper analyzes the historical, cultural and political trends of the unitary state consisting of four nations and thus generated two major contradictions between the principles of administrative centralization and decentralization, between the principles of the sovereignty of parliament and regional government. Decentralization and federalization of the country are considered in the article as a tool for solving of the management problems, for forming partnership with the Celtic regions, for greater integration of Britain into the united Europe.
