В статье рассматриваются некоторые принципы и направления территориальной децентрализации за рубежом. Характеризуются формы помощи местных правительств предприятиям. Особое внимание уделяется проблемам и практике муниципального управления в развивающихся странах.

In article the author considers some principles and directions of territorial decentralization abroad. Forms of the assistance of the local governments to the enterprises are characterized. The special attention is given to the problems and practice of municipal governing in developing countries.
