Инфраструктурные проекты на транспорте являются капиталоемкими и зависят от различных факторов. Отсутствие единых определений и методологии измерения расходов на транспортную инфраструктуру препятствует проведению межстрановых сравнений. В статье представлен обзор академических работ по анализу инфраструктурных проектов на транспорте, проведен анализ методологических документов проведения постпроектной оценки в Великобритании и Австралии, а также предложен подход к проведению постпроектной оценки в России. Предлагается проводить постпроектную оценку через один год, пять лет, 15 лет после начала эксплуатации, а также в год окончания эксплуатации. Проведение постпроектной оценки позволит составить базу знаний российских транспортных инфраструктурных проектов, проводить исследования на актуальных фактических данных, повысить точность моделей, используемых в расчетах прогнозных эффектов.

Transport infrastructure projects are costly and depend on a number of factors. The lack of common definitions and methodology for measuring transport infrastructure costs prevents cross-country comparisons. The article presents a review of academic works on the analysis of transport infrastructure projects, analyzes the methodological documents of ex-post evaluation in the UK and Australia, and proposes an approach to ex-post evaluation in Russia. This approach suggests performing the ex-post evaluation in one year, five years, 15 years after the operation start, and at the year operation termination. Conducting expost evaluation will make it possible to compile a knowledge base of Russian transport infrastructure projects, conduct research on actual data, increase the accuracy of calculations in the forecast effect models.
